Utility companies are closely following federal global climate change legislation that they say could lead to substantial rate increases and price volatility. Pella Cooperative Electric spokeswoman Jean Van Wyk says the cap and trade system leaves utilities with little to no control over the cost of electricity. City of Pella Electric Director Larry Peterson says the city shouldn’t have much problem meeting the new carbon allowances, since the amount of local power generation has decreased as the cost of coal increased.
