The city of Pella is preparing an energy efficiency plan as required by the state of Iowa. Electric Director Larry Peterson says the state is requiring the city submit an energy efficiency plan by January 1, 2010 to the Iowa Utilities Board. City Administrator Mike Nardini says consumption has already decreased by about 5-6 percent due to the economy, and an additional two percent reduction could lead to rate increases to pay for necessary infrastructure.
