Council Discusses Fine System for Permit Violations

The Knoxville City Council discussed an ordinance this week which could fine entities that exceed permit pollutant limits in water discharge. No action was taken and the ordinance was tabled to a future date. City Manager Dick Schrad says the city is looking at creating a fine system as the Iowa Department of Natural Resources continues its push for fewer violations state-wide. Pat Weiler of Weiler Products expressed concern that the proposed ordinance would fine a violator in a first offense, instead of a warning. Schrad says the city is looking to set up a roundtable between local companies and the DNR to discuss proposed changes.
In other news, the council approved the third reading and adoption of an ordinance changing the speed limit on West Pleasant Street to 35 m.p.h. between Willetts Drive and 118th and 45 m.p.h. to the west of 118th. The council is also looking at revamping the city sign ordinance: right now the different rules on sign placement are in each separate zoning district. City Manager Dick Schrad says the city is looking at making a completely separate, less complicated sign ordinance that would be comprehensive and easier to understand. More information is expected at a later date.
The Knoxville Fire Department is taking steps to save the city between $5,000 and $6,000 per year. The city council this week approved a self-imposed reduction in the cost each fire department member receives for responding on a rescue call from $22 to $15. Fire chief Mike Roberts says department members will also stop getting $15 for every fire meeting they attend. City manager Dick Schrad says the city appreciates the efforts to save money, but also the energy and time crews spend training and volunteering to serve the community.
