Knoxville Mayor-elect Don Zoutte will take his oath of office on Monday during the city council’s regularly scheduled meeting before officially taking office on the 1st of the year. Zoutte has already selected Elsie Kemp as Mayor Pro-Tem which means Kemp will be acting Mayor when Zoutte is unable to attend meetings. Kemp was re-elected to the council in November’s election.
