2009 may go down as a year of economic recession, but decreases in some sectors mean increases in other areas. For the City of Pella, quality of life services such as the public library, aquatic centers, community center and recreation programs all saw an increase in the utilization of services. Pella City Administrator Mike Nardini says it was especially pleasing to see how those services handled the increase in usage by community members, despite the unavailability of an increase in funds.
