Iowa’s new Department of Education Director Jason Glass is proposing reform that would tie teacher pay increases to achievement in test scores and annual evaluations. Knoxville Schools Superintendent Dr. Randy Flack says in general he feels teachers and administrators need to be held accountable for student learning but he does not feel pay should be tied to student performance on just one test. Dr. Flack says if student achievement is to be tied to student learning they will need to look at the development and administration of “end-of-course” tests especially at the high school level. He says minimum achievement will not work as minimums eventually become standards. Instead, Dr. Flack says incentive should be available for teachers, administrators or buildings where students perform above expectations.
