Teen drivers have lots of rules to follow through the state’s Graduated Licensing program. Officer Paul Hasse says the licensing system allows drivers to gain experience at a rate that will help ensure they are safe, capable drivers once they qualify for a full license at the age of 18. Young drivers face restrictions concerning time, they can’t operate a vehicle unsupervised between the hours of midnight and 5 am, and also the number of passengers. As per Iowa law, the number of passengers is limited to the number seatbelts in a vehicle. Hasse says he doesn’t see a big problem with young drivers violating the terms of the conditional licenses, but he says there are occasional instances of kids out past the midnight curfew.
