Knoxville Police Chief Dan Losada says criminal acts by juveniles continue to account for a significant portion of crime in the city. Losada gave his end-of-year report to the City Council this week. Losada says that according to Juvenile Court Services, 148 juvenile referrals were made by the Knoxville Police Department in 2011, up almost 29% from 2010. That accounts for 54% of the juvenile referrals in the county overall and includes ten felonies. Losada notes that calls for services were 4% below average in 2011, and drunken driving arrests were about 15% from 2010.
