U.S. Immigration and Customs Enforcement’s Homeland Security Investigations executed search warrants in Pella, Oskaloosa, and Newton on Thursday as part of an ongoing criminal investigation.  During the execution of these warrants 18 people were arrested for administrative immigration violations in these three towns. In Pella, arrests were made at Tulip Garden Restaurant. According to Marion County Court records, Tulip Garden Restaurant is owned by Fikret Bayram of Monmouth, IL. An administrative violation means that the subject was either in the country illegally, or violated the terms of their legal immigration. Currently, there are no criminal charges against these 18 individuals. The Department of Homeland Security is releasing no more information at this time.
