The Knoxville City Council met in regular session Monday.

The council began the meeting with a presentation from Knoxville City Manager Aaron Adams on the fiscal year 2018-19 recommended budget. The council discussed options with the city’s hotel/motel funds in which the council directed city staff to reduce the amount shown in the presentation for the Knoxville Chamber of Commerce from $30,000 to $20,000 advising they wanted to build trust with the Chamber first.

They approved changing the next council meeting to February 6th, 2018 as well as approved the use of hotel/motel funds to upgrade the current city website. The council approved the designation of the City Manager and City Clerk to be appointed to represent the City of Knoxville as liaison between the Iowa Communities Assurance Pool and the City.

They approved first consideration while waiving second and third considerations to amend the city code of ordinances pertaining to alarms which eliminates the fee for businesses to have alarms in their buildings. The council approved first consideration for an amendment to the city code of ordinances pertaining to golf cart and off road vehicle operations. The amendment will require a $25 permit fee for all golf carts and off road vehicles as well as require drivers to be at least 18 years of age, provide proof of insurance and to have the vehicle inspected.

The council approved a purchase agreement and storage lease agreement between the City and the Knoxville Community School District for the East Elementary Building. They approved a 28E agreement with the Knoxville Community School District pertaining to the Joel Tonda Tennis Complex and outdoor basketball court. The council met in closed session and agreed to an $8,500 settlement with Riley Construction for repairs that needed to be made to Marion Street where work was performed by the company.
