Former Knoxville mayor and police chief Harv Sprafka was honored by the Knoxville Rotary Club with the “Dr. George Andrew Service Before Self” award this week. The award recognizes one Rotarian each year who goes above and beyond the call for service, providing an example to be set for others in the community. Sprafka received the award for his work with Brooks Garden, the VA Task Force, and other community and charitable organizations. The award was named for Dr. Andrew during Sprafka’s tenure as president. Dr. Andrew gave decades of service to the Knoxville community. He passed away in December.
