Although we have received plenty of rain and snow over the past two weeks, frozen soil has not allowed drought conditions to improve. Runoff from rains over the weekend led to flooding in many parts of the state, including and overflow from English Creek, which caused a closure of 108th place. Harry Hillaker says that if precipitation continues after the soil thaws we will be on our way to a productive agricultural season.
