Amid concerns of possible fraud, County Recorders Offices across the nation will be changing the process by which they issue passports, and some offices will discontinue the service altogether. Marion County Recorder Karen Schwanebeck says while there have been no issues locally, the changes are necessary as currently the Recorders Office can issue both birth certificates and passports, creating a possiblity for fraudulent documents. The Marion County Recorders Office employs four people and under the new system, two would be responsible for processing passports and the others would be responsible for birth certificates, limiting the possibility for fraud.
