Punishment for kidnapping crimes is a topic of discussion in the legislature. Senator Amy Sinclair says that in light of the Kathlynn Shepard case, the Iowa Senate unanimously passed a bill that adds kidnapping a child age 17 or younger to the definition of second degree kidnapping, which would make the crime a class B felony. It would also increase the second count of third degree kidnapping a class B felony as well. She says by making this fix in the Iowa Code, and increasing penalties for kidnapping a juvenile, those likely to reoffend will stay in prison for longer sentences.
