The Knoxville City Council passed the Fiscal Year 2015-2016 budget by a 3 to 2 vote.
The main concern from council members regarding the budget was an increase in property taxes.
Knoxville City Manager Harold Stewart says the increase was due to rising healthcare costs affecting the employee benefits levy. He says the city has seen about a $200,000 increase in health care spending.
