Changes to how much property taxes can grow at the city and county levels in Iowa are being considered by the Iowa House of Representatives. District 79 Representative Dustin Hite says the new legislation, which passed the subcommittee he serves in, would allow voters to overturn city or property tax revenue increases of more than two percent through a referendum. Hite says the goal of House Study Bill 165 is to heighten transparency, and it would not ban revenue increases through either raising rates or because of increase in valuation, only subject them to local voters. Opponents of the bill say it would remove more local control of property taxes from city councils and county boards, especially after commercial property tax relief in 2013 limited options for revenue generation, especially for needed funds in rural communities and those with significant growth.
