The National Weather Service issued the second spring flood outlook of the winter this week. The risk of flooding in central Iowa remains near normal and slightly increased in eastern Iowa. Above average snowfall and snow pack is a contributing factor to some increases, but below normal stream flows have negated some of the impact, according to the National Weather Service.
