A federal lawsuit filed by the legal team for Jason Carter in the case regarding the unsolved murder of his mother Shirley Carter has been partially revived by a federal court. U.S. District Court Judge Charles Wolle previously ruled that the federal court lacked jurisdiction in this case. Carter’s lawsuit was filed against Marion County, Marion County Detective Reed Kious, DCI Investigator Mark Ludwick, and his father, Bill Carter, in federal court. In this lawsuit, Carter sought unspecified punitive and compensatory damages. Carter believed that the murder of his mother was not properly investigated by local authorities in June of 2015.
Shirley Carter was shot and killed inside her home near Lacona in June 2015. In 2017, Jason Carter was found civilly responsible for his mother’s murder and ordered to pay $10 million to his family. Carter was charged in 2017 with the murder of his mother following the civil trial, but was acquitted in March 2019.
