Two of three policy and planning items scheduled for the Pella City Council Tuesday will focus on commercial uses in the community.

One of the conversations that will reignite this week is what was at times a contentious issue six years ago as it relates to microbreweries as an allowable use in the Central Business District. In 2018, the council ultimately approved an ordinance which established the microbrewery use in the zoning code, subject to obtaining a Special Use Permit, in the following zoning areas: Commercial Mixed-Use Corridor, Community Commercial, and Central Planned District. However, following several public hearings and debate, the council that year decided not to allow the use in the Central Business District — and that decision ultimately became one of many divisive issues in the following year’s city election. City administration is presenting the matter of potentially allowing downtown microbreweries with a limited number of special use permits.

Additionally, discussion will be held about a proposed development agreement with Pella Retail Management Group for offsite public improvements at 1808 Washington Street. The proposed tenants for a new retail site would be Starbucks and T-Mobile. The Planning and Zoning Commission has offered conditional approval of the site plan for the development, barring an agreement with the city and the developer for offsite sanitary sewer and road improvements. The agreement, if approved, would require Pella Retail to construct on-site improvements and extend the sewer to the property; the city would be responsible for $440,000 in street upgrades, with the developer covering half of those costs.

No formal action is set for either item at this week’s Pella City Council meeting, which begins at 6 p.m. Tuesday.
