The Pella City Council will discuss potential housing developments and a possible solution to long-deliberated spot for a dog park in the area at their meeting Tuesday
During policy and planning, city administration will present a list of potential incentives — mainly, through tax increment financing, for proposed subdivisions that, if approved, could add 166 buildable lots within the Pella City Limits. The developments, and proposed financial incentives include (from the Pella City Council agenda):
Pella Epcon Phase I
This 35-lot subdivision is intended to provide patio housing to individuals 55 years and older. In addition, the development contains a clubhouse with associated amenities. The proposed development agreement would contain building design standards for the homes which would be similar to the Planned Unit Development (PUD) approved by the City Council earlier this year. Listed below is a summary of the financial terms of the proposed development agreement.

Estimated public infrastructure cost: $2 million
Requested TIF rebate: $2 million
Projected LMI funds: $735,400
Prairie Ridge Plat 4
The proposed 84-lot subdivision would be marketed as workforce housing and be a continuation of the current Prairie Ridge Development on the western edge of our community. In addition, the proposed development agreement would contain design standards for the new homes and City of Pella approval for the sale price of the homes, which is similar to the current Prairie Ridge Development. Furthermore, the development would be contingent upon the developers meeting all legislative requirements, which would include appropriate zoning for the property.

Estimated public infrastructure cost: $4.5 million
Requested TIF rebate: $4.5 million

Fountain Hills Plat 4
This 47-lot subdivision is being proposed by Larry and Rosemary DeVries. It is staff’s understanding the proposed homes in this new subdivision will be similar to the existing Fountain Hills development. Listed below are the key financial terms of the proposed development agreement.

No formal action will be taken Tuesday, but the council will likely indicate the direction they’d like to proceed with in potential future sessions.
Additionally, the council will receive a presentation from the Pella Dog Park Association. They are proposing a partnership between their group, the City of Pella, and the U.S. Army Corps of Engineers to build a dog park on land by the federal government at North Tailwater. Phase one of the proposal includes fencing, gates, a crushed stone pathway, three areas based on the size of the dog, lighting, dog waste stations, a shelter house (13’ x 15’), dog wash station, and benches. The initial cost estimate is $169,000. The proposal includes a potential land lease agreement between the City of Pella and Army Corps of Engineers.
