The Pella City Council will discuss off-site public improvements to assist with the development of a new Kwik Star location at their meeting Tuesday.

During policy and planning, a presentation will be given about a traffic study conducted to supplement a site plan for a new gas station, convenience store, and travel center located just to the east of Exit 40 along Washington Street near Highway 163.

The study shows that traffic signals are proposed at Washington Street and the northbound ramps of Highway 163, and an extension of left turn lanes in both directions from that location. A preliminary cost estimate is $965,000 — and the initial proposal will be a 50-50 split paid for by the developer and the City of Pella. City administration believes the improvements may also be eligible for other funding sources, but will first explore how to pay for the improvements internally — which would be a loan of surplus electric revenue funds, and paid back by new valuations from the proposed Westside Urban Renewal Plan.
