The Iowa Senate recently passed a bill that would require all employers that have one or more employees to have a written handbook that complies with all federal and state laws. Local Senator, Paul McKinley of Chariton says he thinks the bill could put many small businesses out of business because people would not know how to obtain such a document. McKinley says this is another barrier being put up that gets in the way of job creation, and he hopes it will be killed once it goes to the state house.
