The Knoxville Police Department has concluded an investigation into the horse carriage incident that occurred during the Living Windows event on the square in Knoxville last week.
In a press release, Chief Aaron Fuller elaborated:
“After speaking with witnesses and reviewing videos it has been determined no person(s) is at fault for this incident. Video reviewed shows the horse carriage traveling west on Main Street and a juvenile skateboarder traveling east on the same street. The carriage is on the north side of the roadway and the skateboarder is on the south side of the roadway. At no time does the skateboarder enter the path of the carriage. As the carriage and skateboarder approach each other, the skateboarder pushes off to gain speed. It is at this time the horses appear to become frightened and the operator of the carriage loses control. The skateboarder does not appear to notice the horses become frightened or aware of anything happening behind him/her.
After the incident occurred, numerous men, women, and children ran towards where the carriage stopped in an attempt to help. This shows Knoxville’s caring and compassionate nature for each other. All too often, we see videos of incidents that occur where individuals would rather record the incident on their cell phone or do nothing because they “don’t want to get involved”. To all those who ran towards potential danger in an attempt to help, thank you.”
The Knoxville Fire Department and Knoxville Police Department were alerted to an incident on the Knoxville Square that involved a horse driven carriage during Living Window last Thursday. One person was transported to Knoxville Hospital to be evaluated for injuries. Agencies on scene included the Knoxville Fire Department, Knoxville Police Department, Knoxville Rural Fire Department, Marion County Sheriff’s Office and Marion County Emergency Management.
