A Pella man faces another charge for violation of the sex offender registry. Justin Dean Cowman, 40, has been charged with a Class D felony, as well as child endangerment, and was arrested on a warrant this week.
According to court records, Cowman was found during a compliance check to have allegedly unsupervised access to at least six juveniles. The Marion County Sheriff’s Office claims Cowman has also failed to notify police about changes in residency status and employment. He was found by police at a rural Pella address, while his latest known home location on the sex offender registry shows a Knoxville home.
Cowman was originally convicted in 2016 after pleading guilty to telephone dissemination of obscene material to a minor in Mahaska County. He was arrested in 2022 for a sex offender registry violation and pled guilty to one count in that case, and was subsequently found to have violated probation in that matter — but that was instead ultimately continued instead of suspended a prison sentence of five years that came with the plea.
